Director of Community Development, Village of Libertyville, IL

The Village of Libertyville is seeking a full-time Director of Community Development. The Community Development Department operates with a full-time staff of 10 employees and numerous part-time staff. The position is responsible for planning, organizing and directing the Village’s Planning, Economic Development and Building Divisions.  The position reports to the Village Administrator. The Director serves as the Secretary of the Plan Commission and Zoning Board of Appeals. The Department also provides staff support for the Economic Development Commission, Historic Preservation Commission/Appearance Review Commission and the Electrical Commission. 


The Department is committed to providing the best land development within the Village as well as the health, safety and general welfare of the residents and businesses. 


Education

Graduation from a four-year college or university. Master's Degree in planning, or a field related to the work AND five (5) years of managerial experience in municipal planning, zoning, economic development and building code administration; OR an equivalent combination of education, training and experience. Membership in the American Institute of Certified Planners strongly preferred.


Ideal Candidate

  • Clear and concise verbal and written communication skills, able to present complex technical information to any audience  

  • Knowledge of codes, ordinances, policies and procedures related to a complex planning and zoning, plan review, building permitting and inspections function

  • Strong command of principles and practices related to construction and development of commercial, industrial and residential development

  • Experienced negotiator with developers, architects and builders that will ensure quality development initiatives for the Village

  • Ability to serve as advisor to Village management on planning, code compliance, building inspections, and economic development matters

  • Proficiency with Federal, State and Village codes and regulations related to activities

  • Strong administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of supervision


The expected starting salary is $165,000 +/- depending upon qualifications and experience. A comprehensive benefit package includes participation in the Illinois Municipal Retirement Fund (IMRF), health insurance including medical, and dental, (also available to dependents), life insurance, medical and dependent care flexible spending accounts, optional 457 plan participation, and paid holidays, paid vacation, sick leave and personal days, as well as tuition reimbursement.
