Community and Economic Development Coordinator, City of Palos Heights, IL

The City of Palos Heights, an upscale community with a high quality of life located in southwestern Cook County and having a population of approximately 12,000, is currently seeking qualified candidates for the full-time, exempt position of Community and Economic Development Coordinator.

 

This position works under the general supervision of the City Administrator and performs a variety of routine and complex administrative, professional, and technical work pertaining to land use, planning, zoning, and economic development, including but not limited to:

 

  • Administers zoning regulations as the City's Zoning Official.

  • Provides staff support to the Planning and Zoning Commission, the Zoning Board of Appeals, and the Planning and Zoning Committee, including preparing notices of public hearings by publication and yard signs, obtaining legal descriptions, preparing, assembling, and distributing materials for public hearings; disseminates packets of material to appropriate board, committee and council members.  Attends meetings of Planning and Zoning Commission, the Zoning Board of Appeals, and the Planning and Zoning Committee.

  • Guides businesses and residents through various applications.

  • Responds to inquiries from businesses, developers, and residents regarding zoning and economic development matters.

  • Performs economic development duties, including business attraction, retention, and expansion activities.

  • Develops and implements new and administers new and existing economic development programs designed to retain existing businesses and attract new businesses.

  • Manages, markets, and prepares and submits reports on the City's Business Districts and Tax Increment Financing (TIF) Districts.

  • Prepares budgets for Tax Increment Financing (TIF) Districts, Business Districts, Sales Tax Sharing Agreements, and Grant Programs.

  • Maintains inventories of available buildings and properties within the City.

  • Conducts business retention visits and prepares and submits year-end reports on findings.

  • Reviews and makes recommendations regarding Cook County incentive applications.

 

Bachelor's degree from an accredited college or university with major course work in planning, marketing, real estate, political science, public or business administration, or a related field and a minimum of two (2) years of related work experience required.  An equivalent combination of education, training, and experience may be considered.  Master's degree preferred.

 

The ideal candidate will possess the following knowledge, skills, and abilities:

  • Knowledge of the principles and practices related to land use, planning, zoning, and economic development.

  • Knowledge of Federal, State, Regional, and County grant and incentive programs pertaining to community and economic development.

  • Knowledge of the principles and practices related to construction and development of residential and commercial development.

  • Knowledge of Tax Increment Financing (TIF) and Business Districts.

  • Strong administrative skills, including goal setting and program development, implementation, and evaluation.

  • Ability to clearly, concisely, and effectively communicate orally and in writing with developers, property owners, business owners residents, the general public and others, with the ability to present complex technical information to any audience.

  • Ability to serve as advisor to City leadership on land use, planning, zoning, and economic development matters.

 

Starting salary is negotiable, depending on qualifications.
