Carol Stream Holds Plan Commissioner Training 1/14


On January 14, 2019 Carol Stream hosted a plan commission training workshop in their new Village Hall which had recently opened in November. The session was attended by eight people, including six members of the Plan Commission / ZBA, the Community Development Director, and the Planning and Economic Development Manager.

This was the 98th workshop since the Illinois Chapter and the Chaddick Institute at DePaul University began the program in 2011. Andy Cross, AICP and Laurie Marston, FAICP were the trainers for the session. Paula Freeze, the Chapter’s Assistant Executive Director, also attended.

The session was an enjoyable discussion between Carol Stream's commissioners, staff, and trainers. Commissioners were able to relate to the topics and examples trainers provided. "All the things that you've mentioned have come up!" one official noticed. Commissioners were pleased by the ability of the trainers to take a deeper dive into topics that pertained to their plan commission and community. There were many insightful questions and thoughtful comments from the commissioners. Some of the questions posed:

  • What is our role when we have professional staff who provide good recommendations?

  • How to limit repetitious or long winded testimony?

  • How to address poor property maintenance in the context of reviewing an application?

  • Does a variation go with the land when ownership changes?

  • How do we handle special uses if there is a proposed change in ownership?

At the end of the training session, we asked the commissioners to fill out an evaluation form. On the anonymous evaluation, commissioner listed the sessions were: findings of fact, ethics, the Zoning Ordinance, conducting meetings and roles of commissioners and the chair.
