Plan Commissioner Training at the Village of Lombard


The Village of Lombard Plan Commission held an American Planning Association – Illinois Chapter led training session on January 31st, 2022. The Village’s decision to have the session was based on having several new commissioners who would be helped by the training. As was noted on one of the evaluation forms, “Being a newer commissioner, many of the topics made things clearer and more understandable”. Two Village Trustees also attended.

The session was held in-person (socially distanced and masked) and led by Michael Blue, FAICP, Teska Associates, Inc. and APA-IL Planning Officials Development Officer (PODO) along with Tom Farace, AICP, Planning & Economic Development Manager at the Village of Carol Stream. The session covered topics common to the sessions, from meeting management to applying findings of fact. Village staff and attorneys were at the session and their contributions to the discussion added a lot and helped commissioners connect the topics to local examples (our thanks to them for their help).


After the training, attendees were asked to evaluate the training through an online survey. Twenty (20) responses were received. Here are a few of the topics that attendees found most helpful:

  • standards

  • liabilities

  • annexation

  • ex parte communications

  • Items not reviewed by plan commission

  • responsibilities
