Across the nation, county governments and residents are struggling with housing costs. County governments are most explicitly linked to housing through property assessments and the collection of property taxes, yet, they face a diverse set of challenges stemming from housing affordability issues. Counties are in a unique position to respond to affordable housing challenges because of the role many play in planning and zoning.
