This on-demand course is a three-part panel discussion covering common types of technical studies that planners may come across while evaluating development proposals:

Planners are often tasked with assessing potential effects on the community that would result from a development proposal, so our goal is to better arm planners to critically evaluate these studies rather than relying on the executive summary.

Panelists Sara Disney Haufe (Sam Schwartz), Jerry Willman and Mike Charles (Illinois Environmental Protection Agency), and Jayme Leonard (Red Leonard Associates) will visually walk the attendees through a sample study and providing more context on how the data is collected, the parts that make up a technical document, and what the planner should be looking for. Walk away with more confidence analyzing technical documents and, in some cases, learn to recognize whether an underlying issue has been unaddressed or is being manipulated.

Jerry Willman
Jerry Willman is with IEPA (Illinois Environmental Protection Agency) The Illinois General Assembly was the first state legislature in the nation to adopt a comprehensive Environmental Protection Act. It was signed into law by Governor Richard Ogilvie and became effective on July 1, 1970. As a part of that act, the Illinois Environmental Protection Agency was created. The mission of the Illinois EPA is to safeguard environmental quality, consistent with the social and economic needs of the State, so as to protect health, welfare, property and the quality of life. Illinois EPA works to safeguard the state’s natural resources from pollution to provide a healthy environment for its citizens. By partnering with businesses, local governments and citizens, Illinois EPA is dedicated to continued protection of the air we breathe and our water and land resources.
Mike Charles

Sara Disney Haufe
Sara Disney Haufe is a Senior Transportation Engineer at Sam Schwartz, where she is responsible for project management and business development in the areas of traffic engineering, parking analysis & management strategies, and transportation planning. During her 13-year career as a transportation consultant, Sara has delivered solutions to clients in the public and private sectors on a variety of project types, including residential, commercial, and industrial developments; expansion and revitalization efforts for campuses and downtown districts; and large-scale infrastructure improvements. Through this experience, she has developed a strong conviction for the foundational role of transportation in the land use industry and strives to leverage her profession to foster livable and successful communities. Sara earned a Bachelor of Science in Civil & Environmental Engineering from the University of Illinois at Urbana-Champaign and is a member of the ULI Chicago Product Council – Red Flight.
Jayme Leonard
Jayme Leonard’s father, Donald “Red” Leonard, founded Leonard Associates, Inc. in the basement of his Cincinnati, Ohio home. Jayme Leonard came to work for his father in 1980. Their close, personal bond blossomed into a prosperous, tight-knit professional relationship. In October of 1987, Red unexpectedly passed away. Despite this untimely transition, Jayme vowed to carry forward his father’s core values and practices, honoring his father by adding “Red” to the company name. Since that time, Red Leonard Associates, Inc. has grown to be one of the largest lighting manufacturer’s representative agencies in North America. The RLA team is armed with the knowledge, training and tools to support businesses and communities with both understanding and implementing lighting systems. Donald “Red” Leonard paved the way for Red Leonard Associates, Inc. not only with his passion and humble beginnings, but with his strong personal convictions. Jayme is proud to carry these on today as our company grows and our offerings expand.
