Manages, administers and coordinates zoning, subdivision, flood plain, comprehensive plan and other departmental activities in support of policies, goals and objectives established by the City Planner by performing the following duties personally or through subordinate supervisors and employees.

Administer and enforce the Code of Ordinances as it pertains to land development, including zoning, subdivision, sign and flood hazard prevention, and respond to questions or complaints received from the public regarding the codes.
Work cooperatively with other City departments and divisions, governmental agencies outside the City of Moline, contractors, developers, engineering firms, business owners and other interested parties to provide uniform and superior customer service.
Review, process, and/or approve development applications, project site plans and building permit applications.
Prepare reports and presentations for and provide staff support to the City Council, Plan Commission, Zoning Hearing Officer and other boards and commissions as assigned.
Inspect development activity and investigate code complaints received from the public to ensure compliance with established codes.
Provide assistance to the City Planner and other department staff with comprehensive, long-range and neighborhood planning.
Interpret and update all technical codes, procedures and policies related to land development and document same where appropriate.
Develop budget estimates based on anticipated needs and administer assigned budget accounts.
Provide tax parcel, subdivision, easement, historic aerial photography and floodplain maps to the public.
Maintain and publish the Official Zoning Map for the City of Moline as required by state law.
Assist in creating/maintaining/monitoring GIS maps, data layers, and planning/zoning databases.
Assign official addresses and issue address notices to City departments, property owners and public service agencies.
Oversee issuance of legal notices and publications for planning/zoning matters; Process annexations.
Serve as local liaison and coordinate the City’s efforts for the decennial Census.
Monitor planning and land development activity within the City’s 1.5-mile planning jurisdiction.
Ensure assigned duties are carried out in compliance with local, state and federal regulations and laws and conformance to acceptable standards and practices.
Develop and make available informational materials and programs to assist customers in complying with applicable Codes, and department policies and procedures.
Serve as city representative to other agencies, organizations and professional associations concerning department activities.
Required Training and Experience
Bachelor’s degree or equivalent from an accredited college or university and seven (7) years progressively responsible experience in urban planning, landscape architecture, geography or related field; or equivalent combination of training and experience that provides the required knowledge, skills and abilities.
Knowledge, Skills and Abilities
Thorough knowledge of acceptable practices, methodologies and standards of urban and regional planning and familiarity with geographic and/or earth science research methods; good knowledge of the laws and regulations that impact the work performed and supervised; knowledge of economic development, community development, land development and comprehensive planning.
Exceptional skill in public, employee and labor relations and in maintaining effective working relationships with other City employees, officials, agencies, property owners, vendors and the general public; dealing with the public tactfully and courteously and working harmoniously with others; advanced skill in researching laws and regulations and drafting related policies, procedures, manuals and documents; and skill in negotiating and administering contracts, preparing cost and statistical analyses; use of professional judgment; and the use of Microsoft Office and GIS software.
Ability to maintain absolute confidentially of information and situations encountered in the course of employment; read, analyze and interpret complex documents; respond effectively to sensitive inquiries or complaints; write specialized and complex reports and business correspondence; effectively present information and respond to questions from managers, elected officials, employees, citizen groups and the general public; define problems, collect data, establish facts and draw valid conclusions; interpret an extensive variety of legal and technical materials; and deal with several abstract and concrete variables.
Licenses and Certifications
Valid Illinois driver’s license or equivalent.
AICP certification preferred.
