Director of Community Development, Village of Itasca, IL

The Village of Itasca, Illinois is seeking a full time Director of Community Development. Under the direction of the Village Administrator, the Director of Community Development is responsible for directing and managing all aspects of the Community Development Department in accordance with Village, State and Federal policies, ordinances and laws. This includes but is not limited to the planning, directing, administering and supervising the operations, employees and contracted services responsible for code enforcement, planning, community development, zoning and subdivision control activities.


The position is responsible for directing work relating to business assistance, economic development, marketing of the Village, the creation and maintenance of a business visitation program, and is the Village liaison. Additionally, provides input and support to the Village Administrator, Mayor and Village Board, as well as various Commissions such as the Plan Commission, Historical Commission, and Community Development Committee. The work requires exercise of independent judgment and initiative and the application of considerable knowledge of governmental structures and operations in meeting a wide variety of assignment involving continual public, intergovernmental and inter-departmental relations. Attendance at evening meetings is required and responds to emergencies 24 hours a day, 7 days a week as needed.


Essential Duties:

  • Community Development staff supervisor: training, coaching, discipline and evaluation.

  • Interact with Boards and Commissions, outside governmental agencies, non-profits, constituent representative groups and other citizen groups relative to goals, actions, and activities of the Village.

  • Profile and track the economic conditions and opportunities in the Village, coordinates the Village’s involvement in long term economic development projects, works with Village organizations to attract new businesses, and encourages the retention of existing businesses.

  • Coordinate economic development projects between the Village and various County, State, Regional, and Federal levels of authority.

  • Develop and/or assist in implementation of new programs or enhancements to existing programs, and in operational analysis and recommendations for organizational structure and functions.

  • May represent the Village to outside agencies such as the Itasca Chamber of Commerce, DuPage Mayors and Managers Conference, IDOT, IL Tollway Authority, and Chose DuPage, etc.

  • Liaison to developers, realtors, attorneys, residents, and staff on proposed development within the Village

  • Provide professional advice to the Village Board and department heads; make presentations to Board, commissions, civic groups and the public.

  • Responsible for development and oversight of capital improvement and financing strategies, including Special Service Areas and special districts.

  • Prepare a variety of studies, reports and related information for decision-making purposes including special projects as assigned.

  • Other duties as assigned.

Training, Education and Experience Requirements:

  • Master’s degree with major coursework in urban and regional planning, public administration or closely related field. MA or MPA preferred

  • Thorough knowledge of theoretical practical aspects of city and regional planning

  • Seven years’ progressive administrative responsibility with at least five years’ experience supervising personnel

  • Proven ability in public relations, leadership and innovation skills

  • Excellent communication: verbal and written plus interpersonal skills.
