The City of Moline is seeking statements of
qualifications from professional consulting firms for the
purpose of developing
a land use and transportation corridor
study for the River Drive corridor. River Drive runs parallel
to the Mississippi River through the Illinois Quad Cities
communities of Moline, Rock Island, and East Moline. The City
of Moline expects that there may be changes in traffic
patterns, land use demands, and infrastructure needs within
the corridor based on current and planned development
activity. It is the purpose of this study to anticipate and
identify these changes in order to determine an optimal plan
for the future of the River Drive Corridor. Moline is a
community of 43,768 (U.S. Census, 2000) located in northwest
Illinois on the Mississippi River. Moline is part of the Quad
Cities metropolitan area (Davenport-Moline-Rock Island, IA-IL MSA). A full length version of the project RFQ is available at

The Village of Antioch is seeking a consultant team to
construct a Form-based zoning approach for downtown and
surrounding traditional neighborhoods. The deliverable end
product shall include prescriptive design and appearance
regulations established with the goal of preserving and
enhancing Antioch ’s Commercial and Residential Core, while
expanding the opportunities to redevelop property under a
coordinated and mixed land use pattern. Innovative
redevelopment will preserve the small town character and
increase commercial vitality.

Town of Normal
Sustainable Residential Home Retrofit
Request for Qualifications
The Town of Normal is seeking Statements of Qualifications
for a feasibility study for the redevelopment of the residence
at 900 S. Linden into a model of residential sustainability
and home for the Ecology Action Center , a local nonprofit
focusing on environmental education. The property includes a
house with a detached garage and other outbuildings.
The selected firm will provide an initial assessment of the
property and recommendations for a green renovation of the
property. The assessment should address the ability of the
green renovation to meet the following goals:
1. LEED designation of at least Gold
2. Living Building Challenge
3. 2030 Architecture Challenge - compliant for 2010 and shows
how it adapts for 2030
The assessment should focus on the use of green building
technologies available to a wide range of homeowners that can
be implemented, in various forms, at a number of budget
levels.
